I have a hunch 4chan deliberately malfunctions email verification when your existing token has expired in order to get you to buy a pass. This keeps happening when I need to renew my email verification once a week.

AI janny theory would also point to a scam going on. Human jannys probably wouldn't want to play ball with shoving a paid subscription to 4chan users since they themselves are willing to work for free.
I remember reading about Hiroyuki Nishimura pulling a similar scam on 2channel so maybe this is just History repeating itself.
